I'm not Israeli (full Amerimutt if anybody wants to know), so I don't know the specifics of towns, cities, suburbs, and neighborhoods in Israel...

Are we sure this isn't a badly repaired standpipe? Because that looks like a ghetto repair of a standpipe to me.
