They're not old enough to drink or smoke (in the US anyhow) but somehow they're old enough to choose to get their bodies messed up on puberty...

To be fair, Boart 2 was literally doing the exact same thing as the first movie, I don't think it's fair to suddenly cry "political propaganda"...
