No thats the right context. It was just thought at the time to be a gaffe. Then the election happened

I consider the drinking bleach comment to be even worse when the phrase used was disinfectant and some spin doctor turned it into bleach somehow.

Nah but Biden was likely misspeaking or just straight up blabbering, there ain't no context that'd make that sentence any less corrupt. Yeah...
