I messed around with the levels a bit and didn't get much. It looks like clouds to me.

To me it looks like he just put his finger over the camera or something, couldnt see anything by messing with the values

I ended up just jacking up the brightness. Looks like fingerprints and miscellaneous dust to me, like he put his finger on the camera lens or...
