Well yeah, DoA was built in part on the T&A. MK can sorta get away with it due to MK being more associated with comedic levels of violence/gore...

They pulled the same shit for DoA 5 with the whole "I'm a Fighter" ad shit, but in the end they put in the sluttiest costumes imaginable.
