I think the reason is that the driver is liable for the medical bills of the injured party. Can't run up a hospital bill if they're dead, though.

If they live you have to pay medical bills, if they die you have to pay for the funeral.

The driver will be liable to take care of them financially if they survive so driving back and forth over a child to make sure its dead is a kind...

IIRC if they live you are require to pay them for the rest of their lives.
