I wonder why they lowered those values. Something to do with a certain demographic's IQ distribution perhaps?

I believe it was California who first changed it. Not at PC now to look up, but you know exactly why they lowered it.

They usually just count D as a failure now. Mostly since it makes more sense for every letter to have 10 points.

Apparently it was lowered because otherwise a huge proportion of melanated citizens would be classified as 'tarded. Or so i read somewhere.
