It doesn't work like that. Making everything in-house won't lead to a plethora of jobs. The US is a huge exporter. You think they won't retaliate...

The bigger issue is capital and logistics. The tl;dr is China in the 90s/00s was selling steel at less than cost. It was really shit quality...
