My guess is "Coping Celibates", IE, people who aren't getting laid, but aren't salty about it because they're otherwise more-or-less well adjusted...

I'd hazard a guess that it means sleeping with otherwise undesirable partners as a way of coping with being unable to sleep with the partner(s)...
