In his bankruptcy filing I'm 99% certain Phil also listed a Savings account with the same bank and reported it as having $0 in it.

Is that actually a thing in the US? Christ the American banking system is absolute trash.

Bank of America, where his checking account is and his now closed savings account was, allows you to have a checking account for free every month...
