I'd say acquaintances at best and not really close pals. Especially with current Vic being a bit more questioning about who he connects with.

According to some people I've talked to and IIRC, Vic doesn't want Langdon to get involved in the Vic drama itself. (My memories is a tad bit fuzzy.)
