It kind of reminds me of bad Japanese translations. Which, if intentional, could work given the game. But it's not, so it's just bad writing.

He also apparently doesn't know how to use commas.

They sound like the procedurally generated garbage quests that games generate to pad content. Even a random comment from the npc in-character...
