Ice King being the "retarded, but alive" alternative to "Simon Petrikov, but dying" is closer to Charlie Gordon (Flowers for Algernon) aka, Homer...

He was just a funny weird guy in the episodes before episode 3 with hints that he wasn't actually weird and people just percieved him that way...

Kinger is the best character, and also the only unambiguously straight protagonist. Make of that what you will.
