afaik they're talking about md5 hashes, not perceptual hashes/photodna hashes which you can set a matching threshold for.
I assume they're using the SHA or MD5 hash values of the image. Hash values aren't something you can set, but I guess you could have false positives in whatever system is used to match the file hashes.
