Could have been an order from Snoy after they saw Destiny 2's declining performance: "Quick, break out that old IP of yours and paste the title...

While I agree that D3 would get more people in, it's probably a tall order. Managing a PvP game (and adding content to it) takes less manpower...

Pure speculation, but I think this was a Destiny sequel at one point. The lore beats between the two overlap too much for comfort
