I believe for a Dumping Zone to work over Z levels, you need to place the zone on the walkway around the Z drop. Something like this: +++++...

Did you try just designating the actual cages themselves? Or just haul the cages to somewhere with a floodgate or a retractable/raisable bridge...

Either put the cage stockpile near the pit or place the cage in a platform of some renewable material to drop them to their death once you free...
