I'm going to guess that they were trying to cook up charges worse than simply viewing child porn.

These chomo networks can be big and authorities want to get as many as possible before clamping down on them and sending the rest scurrying away...

I think it's routine now, just like in narco work, to let them dangle a bit and see who else you can catch unless there's a clear and present...
