There is a drawback to downscaling or otherwise converting 4k/1080p video to 480p: if your bitrate is shit (think 3GP/MOV-era YouTube videos)...

I suspect it's more a case of the first copy of the video that hits the internet isn't the original but rather a copy that was sent to someone and...
