The voice is AI, no? It looks lip-synced, I think I even heard the AI "stutters" on some words.

I'm pretty sure the voice is AI, it has some strange slurs and stutters that Phil doesn't have, but the MANNERISMS being spot on is even more...

Its obviously an AI voice modulation you can hear it breaking sometimes
