If it was blackmail they might because the alternative would be dying at the hands of the cartel alongside their entire family.

Not to mention they'd just wait until they were deported, and into friendly territory, no reason to throw away a gunman just to kill them slightly...

Guy also probably wouldn't have been white, either. Also can't really imagine a cartel or gang using a sniper of all things to kill someone in ICE...
