I think it feels better than vanilla Skyrim actually. Attacks feel a lot more weighty. Judging by the author's comments it looks promising.

yes, you can add and alter them but you need the UDK, conan exiles did it but i doubt bethesda/virtous will gladly give it away, may be impossible...
