I can best assume there's an exception with stuff enforced by the Deadly Sins since I assume that they would have ways to perma-kill sinners too...

Hellborn are mortal, so Blitz would just die permanently. Only Sinners get to respawn. The axe definitely wouldn't be able to permakill Stolas...

Low tier hellborn aren't immortal tho? Blitzo and the others always took non angel weapons as serious therats. Chaz died, the stalker blitzo shot...
