If the case is closed, then couldn't someone use FOIA to release it? Unless Ape or Kayla decide to go to trial, but I highly doubt that'd be the case.

How did EWU get the Chris Chan arrest footage? I think Chris's charges got dismissed and they still released the footage. I know they wont release...
