Very unlikely it's him considering the "emails" he uses seem to be made up ones to seemingly communicate (try to annoy) the people checking the approval queue. he also uses other (made up) email addresses which include the names of EDF moderators to name a few

I know about the "FED's are allegedly doing it to sites they don't like" meme. But here you got one that has a public endorsement to do that to another site (brigading). Isn't that the same as inciting a crime?

I can actually answer this one.
What cops would you have to deal with it? Bear in mind, the users and owners are multinational, some in countries where the idea of this sort of content isn't considered the forefront of their main concerns. Not only do you have to identify where the main distributors live along with the admins and moderators, but you have to also juggle the various police forces in tandem, because, multinational. And it's not inciting a crime, it's pretty much open plausible clause like someone screaming out a window "I've got a gun, and I will shoot!" It's a crime in progress, not a call to incite.

However, as much as intelligence communities want you to believe in it, there is no super secret global police force that can arrest you no matter where or when, it's all a very specific game of jurisdictions, and communication that not everyone plays ball with.

That being said, Interpol is the closet thing you are going to get to a mobile global police force, followed up by the 5 Eyes Intelligence Community Net (5 Eyes of God.), followed by Banjo and Kazooie (Codename for the intel team up that is China+Russia) If you've one of them on your ass, you fucked up big time; if you've got all three of them, holy shit what the fuck are you doing bro?

Because LEA are so thinly-stretched worldwide when it comes to this shit that they, in most cases, rather try to get the producers than the consumers. At least that's the excuse i read in a million articles and also know as a fact regarding german law enforcement, there was a minor scandal not too long ago when it was found out that german cops didn't bother to delete databases when they busted the admins of the supossedly biggest homo pedo darknet forum at the time, leading to a copy of the forum popping up virtually over night.
It's disgraceful.

Cybercrimes, especially when it's a group of people who are all overseas, are much harder to trace. If your OPSEC is good enough to avoid being traced back to your real life identity, it's gonna be a much harder thing to report.

I don't think they're going to be very lucky for long though, if they're already getting this cocky after getting their site taken down, I have no doubts that something will happen later down the line.
