Yeah that's not how Judaism works. There's no excommunication. A Jew can even decide he's not Jewish and a rabbi would say otherwise.

It’s an ethnic-religious group so yes, they are still Jews. The vast majority of Jews at least in the USA don’t practice their religion but still...
