Bioware had no idea what it was doing with SWTOR and had been a shell of itself ever since Mass effect 2. Kotor 3 should be set in the clone wars...

We know it didn't exist by the time Darth Desolus was born, which was ~3500BBY, and given how short the last two Galactic Wars were, it's unlikely...
