I am 90% sure that isn't a light under the camera but rather a selfie alignment mirror. I remember it from when i had a similar phone in 2011...

Looks like an older HTC, they tend to have a centered camera. If I had to guess the photo and phone are from around 2006-2009, maybe even older...
