It's pretty much real. Ukrainian Railways are still running evacuation trains to Western Ukraine.

Here is a map of functioning railroad stations as of today. The one in Kiev is still working.

Makes no sense from the outside. Either the Kremlin has lost touch with reality, or there's something else going on we're not being told about...
