Even going by your math you still get it wrong, you mean 99.7% - 100%, = 0.3 what you put would give you this

In short, 100% means 100 out of 100, 1000 out of 1000 and so on. 0.3% means 0.3 out of 100, 3 out of 1000 and so on. So, 0.3% means 3 people out...
