I've used government xerox's before and I've NEVER seen them remove solid black areas. Ever.

It's them trying to baffle you with bullshit, look at the upper arrows. There's clear areas where the photoshopped stamp does what it is supposed...

It should be easy to produce a manual describing this feature. Then someone would have to show it was a legitimate part of the election workflow...

That's only when the copy function is being used since it is meant to conserve toner - the machine itself still scans the full image and saves it...

Very old Xerox machines would have big dark areas often fade to white in the center due to the electrostatic charge that stuck the unbound toner...
