If Phil was smart and charismatic, he'd be running some sort of international smuggling ring or ponzi scheme by now.

He's already sitting on his ass scamming people out of their tax money so in essence nothing would change

DSP in any sort of power would end in failure and hilarity and I don't even think he'd willingly keep it since that's too much work dood I'm sure...
