Obama is probably pissed his legacy is being undone. Also that Biden's incompetence might make others take a closer look at Obama's presidency. Can't imagine this would look particularly good in hindsight.
I think this is just Warhammer 40k levels of incompetency. That once shit hit the fan Biden's administration locked up and locked down. The administration is trying to survive tomorrow, let alone a month from now.

It's likely part of it, though you cannot discount fear, paranoia, or just straight malice and/or ineptitude. Part of it could be fear letting people in now would let actual terrorists in alongside them, another part could be concern of another attack hitting when people are being let in and the whole perimeter failing in the aftermath. There's also the Taliban angle and the probable belief among some that doing this and letting the Taliban control who leaves gives the US some measure of leverage.
Add on top the usual litany of competing bureaucratic interests, Ivy League midwits owing their position to family/friends, and everyone involved now out to save their own hides and it's no shocker we're seeing such ridiculous crap. The only saving grace is that we still have these media reports and tweets to keep shedding a light on this catastrophe.
