It is one of our national shames, Deinstitutionalization. Phil is the poster child of why these facilities should be exist and that many of the people who would normally be institutionalized should be. He is a clear and obvious threat to himself and the general public. I am not overstating this. Phil needs to be treated long term and prevented from harming himself or others.
Civil liberties are meaningless when the safety and public health are endangered by a person like Phil. How long are we going to keep letting Phil go free when there are now a large swath of victims in his wake? California is working on a forced medication law, but other states may soon swing the pendulum in the other direction.
I think we need to make Phil the new poster child for Reinstitutionalization.

I'm not sure Phil gets that no one needs to lie about him because his truths are already so horrifying.
He beat up his mother
He lied about being shot at
He lied about his dad sexual abusing him
He lied about his parents accepting him as he is, only to admit it was a lie and start saying that he's disowning them because "they don't understand"
He constantly makes fake suicide threats
He thinks that simply scratching himself (not even enough to cause more than a drop of blood) is self-harm and then BRAGS about said self-harm (to the point where he made his hosts uncomfortable)
There is no reason to lie here. Especially when you add that he's "transgendered and getting surgery soon", thinks he's any other race but white, uses fake Spanish, has a tattoo addiction, and has poor hygiene.
