Yeah, the dude he tried to fight was Viscant. That's right, THAT Viscant, the guy who years later would go on to humiliate LTG. The crotch chop stuff happened once Phil found out that Viscant wasn't just some weak skinny manlet, but trained kickboxing actively for more than half a decade at that point. At first he tried to get Viscant to jump through various hoops, like have him sign contracts and telling him that they'd have to fight in a ring and would have to get a professional referee and whatever other bullshit in order to get Viscant to give up on the fight.

When Viscant showed no sign of giving up and Phil realized that there's no hoop Viscant isn't prepared to jump through to kick his ass, Phil sent him a text saying that it would be funny if just before the fight starts they instead turned to the crowd and did crotch chops. Viscant said that he was really angry when he read that and wanted to beat the shit out of Phil at first. Luckily for Phil, Viscant is a genuinely nice guy so he dropped the whole thing after that saying that the whole situation was becoming ridiculous and immature.
