It looks right to me? The green part is the part that attaches to the pole. Then it drapes however it drapes. Is there some rule you have to wrap it around a certain way?

The flag is wrapped clockwise around the pole. You're seeing the reverse side. Maybe that's against protocol, I don't know, but if you were to unfurl it the bird and snake would be in the expected positions and orientation.
