If she's using public assistance, they won't allow that. I know of at least one state that requires you to identify the father to get any assistance (e.g. health care). That state covers costs up front then bills the father for them. If the father doesn't pay, the state will sell your debt off to debt collectors and eventually (after a year or so) put you in an ankle bracelet or into the county jail to convince you to start paying your fucking bills. I know a guy that got more than a year of jail time over unpaid child support because he had income and had paid zero child support.
