Yes and no. Democrats started the precedent by preventing George H.W. Bush from allowing his choice to even receive a confirmation vote. Republicans decided to follow Biden's rule when Obama wanted to replace Scalia. Now we potentially have a repeat of that situation. If Democrats succeed in delaying a confirmation vote prior to the inauguration of a new President (i.e. the man that established the precedent to begin with which would be immensely ironic), then they will pretty much have enshrined the Biden rule.

If Mitch moves forward, that will only energize the Republican voting base. He has a LOT to gain here.
