Is that a recursive interpretation of the biohazard symbol? It looks like that's the way the image was originally designed.

The biohazard symbol has a cool history if you look it up; it was very carefully designed for its specific purpose and it was tested extensively for recognizability and reproducability before being released to the public domain alongside a huge PR campaign intended to promote its use.
