I don't think it's obvious. The drugs probably didn't help, but that doesn't mean they're the primary cause. All we know for sure is he did have drugs in his system. His system could very well be adjusted to that insane cocktail, especially if the guy was a routine user. If they made him more vulnerable (which they probably did), that still doesn't excuse the officer's actions here.
