I can't imagine it isn't an operational decision, and if things start to get heated command will tell them to put the Magazines in (either rubber or live depending on how bad things are)

The state govenor was also all "omg we gotta let these people protest and act out their feeeelings" too, so not just the mayor who cucked out. National Guard must be wondering what the point was of calling them out was when they are effectively toothless lions here.
 
My best guess for the NG not having magazines in their guns is so that no dumbass accidentally pops off a round in the heat of the moment, or so that if some chimp tries to steal a rifle all they'll get is just an over-glorified club. They probably have mags strapped to them so if the need to light up a motherfucker arises, they can.
 
Formula is simple these demon rat mayors let the city plantation folk blow off steam while blaming trump in an election year. It’s a win win for them as they rile up the demon rat voter base, while keeping the looting contained to ghetto areas. This shit ain’t going to spill into the burbs.
