He's full of shit. If the surgery was performed correctly, he shouldn't have any erectile tissue left. In a vaginoplasty, the corpora cavernosa needs to removed entirely in order for the person to pee sitting down without making a huge mess.
The glans penis doesn't have erectile tissue in it. It ends where the shaft does. So when a surgeon keeps the glans penis to tack-on later as a "clitoris," they're still missing the corpora cavernosa that an actual clitoris has. Kevin cannot get an erection with his "clitoris."
