He's filling the room.

It's an anime convention. People don't generally go to anime conventions for comedy. Same thing applies with concerts, outside of very specific bands.
Usually people just want to meet VAs, get shit signed, maybe buy some merch, check out panels, and hang out. If all there is to do, after all of that stuff, is a comedy show or a concert, then people will inevitably go even if they aren't super into it (because it's included with the ticket).

I don't know the guy. He could be hilarious. But filling a room at a convention isn't really indicative of that. People in that picture actually look sort of bored. But like I said, I know nothing about this guy. I just know that a convention isn't the premiere venue for a comedy routine.

Sure would be a shame if people were anonymously sending them cleverly edited memes and copypastas as "evidence." That'd be a lot of billable hours just to read a bunch of affidavits that end in "and that boy's name was Albert Einstein."
