- a history of violence against both family and strangers

- capacity for massive self harm including self mutilation

Well there's a simple reason why Phil is carrying it in his belt, he saw it on TV or a movie, thought it was awesome and it would scare people, and now is emulating it. I love Phil's autistic stance. If anything, he keeps leaning back to shoot, hell end up falling over backwards (honestly surprised that didn't happen).
