And I'm not sure it's a general problem with American culture so much as some recent change in American culture. Mass shootings like this didn't happen 50 years ago.I think it's a more fundamental problem to America as a culture than anything to do with guns, to be honest. If we didn't have guns we'd have people driving into crowds and higher death tolls via knives.
Also, we have to remember violent crime has always been higher and lower in some place in the world, regardless of the availability of guns. We don't know what all the factors are that feed into that. But my guess is it's related to population density. The closer everyone lives to one another, the more omnipresent police protection is and the harder it is to get away with crime, so people commit less of it.
