He didn't install guardrails on an existing balcony unless he's gonna claim it has always been a balcony due to that second story loading door or whatever. So they really need to focus on the balcony since he explicitly said on Twatter that he always wanted to build out his overhang to a proper balcony.
Maybe all the codes just require guardrails and nothing else, like being even close to level? Surely it'd have needed a permit, though.
