Houston has the oil industry and lots of manufacturing. Austin has tech (much more per-capita than NYC). NYC's problem is that it's only real "primary" industry is finance which by its very nature can only leech off of actual production. This wasn't always the case but they've pushed out every other industry over the years (and its seems likely that finance will also leave to Florida, Texas, North Carolina, etc.).
I would say Detroit 2.0 but, Detroit's industry moved to the Suburbs as much as overseas.
