I thought an interesting realism-adjacent way to balance it would be to make the GLA holes immune to air strikes. So you air can take the building out of whack for a few minutes but never destroy it completely. I also thought giving each faction a sort of "morale bar", like public support for US, Morale for china and Izzat for gla, would be interesting. If USA does too many air strikes you lose public support because innocent heckin civilians are dying, meanwhile GLA gets a huge morale boost if they take down a tank. As to why it happened in this game: it's the classic RTS problem of devs underestimating players. They assumed USAF's weakness would the player not being able to micro every single raptor but the devs underestimated the sheer level of autism millennials were going to bring to the fray.
