im not sure if you guys are just memeing or what but the IRGC IS the government, there is no parallel structure. I think you guys might be getting confused as their is both the regular military as well as the IRGC miltarty so in THAT regard there are multiple entitys but the entire government, from local to provincial to federal is ALL IRGC
