They could bring her back, Gallifrey was resurrected in Tennant's era, and it'd be good to see an evil time lord that isn't the Master again.

Romana was a companion of the Fourth Doctor, you're thinking of The Rani.

And since the show just had a genderbent Master in the form of Missy, I think it's unlikely that she will be coming back any time soon.

At least when FF14 did it they were making an entirely new game and using Bahamut hatching out of the moon as a reason to blow everything up and start over.

these people always flip flop between trolls being "pathetic basement dwellers" and "the ultimate deadly misogynist force that will kill all women and shows the internet is sexist."
 
So it's going to end with people being butthurt that the new doctor is a white male or people being butthurt that the new doctor is going to be some ethnic minority or a female.

Either way given the show's track record, perhaps this could be what finally kills off Doctor Who.
