Iran practices a different sect of Islam to all the gulf countries (For the most part, the ones that live in the gulf are semi-persecuted) so Iran vs Gulf States has always been a thing and they've always been ideologically opposed in modern history.

The attacks on the gulf countries are the master strategy because they know the gulf countries can't defend themselves and they're also extremely vulnerable for many reason - so Iran can just launch a few drones on major Gulf cities and then they know that those countries are going to put huge pressure on the US to stop attacking Iran.

Iran can totally go up a notch and target real infrastructure and knock out power stations and desal stations and basically cut off the power/water supply for hundreds of millions of people.

Nukes are 100x more expensive to maintain then a fleet of fighters or proper air defenses.
